On June 16 2006, the Swedish Association for Language and Cognition (SALC) was formed at an international conference at Umeå University involving mostly linguists, but also psychologists and cognitive scientists working on a variety of topics and utilising different methodologies.

The major goal of the association is to promote the study of the relationship between language and cognition, both in Sweden and internationally. This involves any type of research in which language is not treated in isolation (e.g. as a “module”), but both as based on structures and processes of general cognition (e.g. perception, memory and reasoning) and social cognition (e.g. joint attention and imitation), and as affecting such structures and processes. The association is intended to be a forum for cooperation and exchange of ideas between disciplines, fields of study and theoretical frameworks.

In terms of disciplines, the association is intended to bring together not only linguists (at both Linguistics and Modern Language departments), but also psychologists, cognitive scientists, semioticians and philosophers with an interest in the language-cognition nexus.

The relationship between language and cognition is central within various fields of study, such as semantic analysis, discourse analysis, grammar, pragmatics, semiotics, linguistic typology, language development, language evolution, language change, gesture studies, consciousness studies and linguistic relativity.

Members of the association working in these fields use various theoretical frameworks, such as cognitive semantics, functional semantics, conceptual semantics, cognitive grammar, construction grammar, relevance theory, blending theory and discourse representation theory. There is much to gain by enhancing communication between researchers within such different frameworks, who are all interested in the same fields of study, and in the same overarching question “How does language relate to cognition”?

While the nature of the research to be supported by SALC is primarily theoretical, in the sense that it aims at a better understanding of the relationship between language and cognition, such research is also of direct relevance for various more applied fields such as language impairment, advertising and language technology.

We invite all researchers, within Sweden and abroad, who wish to contribute to the goal of the newly established association to join as members. This can achieved by sending an email to the Secretary of SALC, Ulf Magnusson at mag.nusson@bredband.net.

Constitution for the Swedish Association for Language and Cognition (SALC)

1. The Association shall be known as the Swedish Association for Language and Cognition (abbreviated SALC). The Swedish name of the Association is Svenska Sällskapet för Språk och Kognition (abbeviated SSSK).

2. The purpose of the Association is to promote cognitive linguistics in a broad sense at both a national and international level. As part of this, SALC will guarantee meetings and, if possible, also organise biennial conferences (the first being the International Conference and Constituting Meeting held at UmeŒ University in June 2006).

3. The Association will also support contacts and cooperation between its members, curricula, international graduate and doctoral programs in language and cognition, as well as the organisation of conferences and workshops, and the development of research projects.

4. The Association will cooperate with the International Cognitive Linguistics Association and with other organisations promoting research on language and cognition.

5. Applicants for membership are expected to support the goals of the Association.

6. Applicants for membership may be of any nationality and may be based in a country other than Sweden.

7. Responsibility for setting up and administering the Association falls to the Governing Board.

8. The first Governing Board and Nominating Committee will be elected by the General Assembly of registered delegates at the International Conference and Constituting Meeting held at Umeå University on June 16th, 2006.

9. The Governing Board will be elected by members of the Association for a two-year term at a business meeting, possibly in connection with a SALC-organised conference. The board members can be re-elected for an immediately subsequent second term only once, with the exception of the webmaster. Nominations for these positions will be made by the Nominating Committee, or by any member by prior notification to the the Nominating Committee, or from the floor during the Assembly of the Association. The candidates for office should be affiliated with Sweden-based institutions.

10. The Governing Board will consist of the President, the Vice-president, the Secretary, the Treasurer, and three other regular elected members. In addition, there will also be a webmaster.

11. Besides the Vice-president, there will also be personal substitutes for the Secretary, the Treasurer and the three other regular members. In addition, there will be a webmaster.

12.The Nominating Committee will consist of three members and will be elected for a two-year term by members of the Association at a business meeting, if possible in connection with a SALC-organized conference.

13. The composition of the Governing Board should reflect a variety of cognitive linguistic fields, languages, and Swedish universities and research institutions.

14. The first Governing Board will be charged with the following:
 a) Setting up a website in order to promote the interests of the Association and in order to facilitate membership applications.
 b) Ensuring that the information on the website, and all documents pertaining to the Association, including this constitution, are available in Swedish.
 c) Deciding upon and publicising details relating to the membership application process.
 d) Seeking affiliation with the International Cognitive Linguistics Association.
 e) If applicable, setting and collecting membership fees in order to support the activities of the Association.
 f) Reporting on activities and developments to the members of the Association during the business meeting.
 g) Engaging with and exploring collaborations with other ICLA affiliates and other organisations promoting research on language and cognition.
 h) Engaging in any other activities that support and promote the aims and interests of the Association and its members.
 i) To submit a revised constitution to the membership of SALC within three months of the ratification of this document.
 j) To engage in discussion with other Scandinavian associations and groups to investigate future cooperation.

15. Proposals for amendments to any aspect of the constitution or nominations for Governing Board officers will be accepted on the basis of a proposer and a seconder. Such proposals will then be voted on.

16. In the case of two or more candidates for any one post on the Governing Board, the candidate achieving the highest number of votes in a secret ballot will be elected.

17. The constitution may be amended by two-thirds majority vote by the Assembly of the SALC membership. If it is infeasible to organize an actual physical Assembly, voting may be performed electronically.

18. This Constitution becomes official upon approval by a two-thirds majority of the Founding Assembly convened during the International Conference and Constituting Meeting held at Umeå University on June 16th, 2006.

This version of the SALC Constitution was edited in accordance with the decisions taken by the participants of the Founding Assembly convened during the International Conference and Constituting Meeting held at UmeŒ University on June 16th, 2006. It is based on the draft version discussed at the meeting and on the minutes taken by the secretary of the meeting, Dr. Carita Lundmark.
